Niantic is aware of inactive accounts and does not delete them. They are, however, not aware of which accounts are inactive because they do not have the data to know.

Niantic Is Permanently Deleting My Pokmeon GO Account!
The data and account are not only permanently deleted, but also irreversibly erased. You will not be able to use your previous e-mail address to establish a new Pokemon Go account. To create a new account and login again in the future, you’ll need a fresh email address.

You would have to submit a support ticket with Niantic, and you’d just have to hope they’ll be able to roll back your account or restore the items.
It is not against the law to sell accounts in the United States, but it frequently goes against the rules of service set by game developers and marketplaces. It also irritates some players, who find it unethical. The usual punishment for doing so is a ban. Selling game accounts isn’t anything new in Pokémon Go.
It’s not a good idea to sell it since most of it is generated on a hacked console, and obtaining everything legitimately before selling is against the terms of service (atleast for Pokémon HOME). It may be illegal in some countries, but it isn’t prohibited by law in the United States or on Ebay rules.

If you have the Pokemon in your Pokedex, then you can find it in the “Pokedex” section of the game. Alternatively, if you have a saved game with that Pokemon, then load it up and you should be able to find it.

In order to transfer your Pokemon account from one email to another, you will need to contact a Nintendo representative.
If you have your old account, you can log in with the same email and password. If you forgot your email or password, go to “Forgot email or password?” on the login screen.

You can’t merge two Pokémon GO accounts. The only way to do so is to log out of one account and log into the other, but you can’t log into two accounts at once.
If you’re not playing Pokémon GO anymore, then you should delete it. If you’re still playing and enjoying the game, then there is no need to delete it.
