To select part of an image in Photoshop, use the marquee tool. The marquee tool is the rectangle that looks like a dotted line. Drag the marquee tool around the part of the image that you want to select. Once you have selected the part of the image that you want to move, hold down the mouse button and drag it to the new location.
In GIMP, you can stretch a selection by using the Free Transform tool. First, select the area that you want to stretch. You can then use the handles to stretch the selection.
