How do I change my local account picture in Windows 10?

Account pictures are stored in the C:\Users\\AppData\Roaming\Microsoft\Windows\Photos folder.

To find your Microsoft account picture, you can visit the Microsoft account website and sign in. Once you’re signed in, your account picture will be displayed on the page.
