Open Settings > iCloud > Storage & Backup Tap on Manage Storage, scroll down to the bottom of list. It may take a minute for your iPhone or iPad to power up again after this process is complete. Then check your home screen and find them in their usual places!
Do I need to have my phone connected to WiFi / Cellular Data? If yes, what’s the best way?
Yes, you need to be connected to WiFi or Cellular Data for all purchases in the App Store and the iTunes Store. You can use LTE connection while you are moving, however, if you have a good cellular data plan (unlimited) it is better since mobile networks tend to load apps from their servers faster than wireless internet. That being said, most people will find that they are able to use apple’s WiFi Sync option while at home so that they don’t have to use cellular data anywhere else! You can also download your app or game first with wifi sync before trying it out with your cellular data enabled.
Is there anything I can do about Apple ID account hacks / unauthorized purchases? iOS 12+
Check out this article https://support.apple.com/en-us/HT206781 Contact your credit / debit card issuer and let them know that a charge was unauthorized on your account (credit / debit card) Report it to Apple as well, they can put a hold on any of your accounts for security reasons or other issues!

Yes, most purchases will use the previously entered in info at checkout from your iCloud Account. How do I restore purchases that have been downloaded to iCloud but not showing in my device?
If you have previously downloaded a game / app from the App Store and it is currently stored on your device as well as being backed up into iCloud, then it will be located inside your Purchases section of the App Store. If you don’t see it there, make sure that “Show All” is enabled which can be done by following these instructions. Follow the steps above for iOS 12+, if this still does not resolve the issue try deleting and reinstalling your app or game from within the App store itself! (Note: You may need to reset the purchase history to remove them) *Disclaimer: This will prompt you to re-purchase them again, but they will download fresh from the servers as a new purchase rather than attempting to use your previous “downloaded” version.
I want to have multiple accounts on one device, what’s the best way?
Having multiple Game Center accounts in order to play games against friends and family is something we all love! You can easily add multiple email addresses under settings > iTunes & App Stores and every time you enter an account for purchases or uploads it will ask which Apple ID you would like to associate with that email address. If you only wish to use iCloud backup with one account make sure to delete all others before proceeding, otherwise follow these instructions: How do I delete my Apple ID account from iTunes & App Store? (Note: Make sure to disable all other Apple ID accounts currently enabled before proceeding)
You can also use the Family Sharing option for your device’s Apple ID to share with other people in your family! This makes it easier so you don’t have to constantly add / remove email addresses and associate them as needed. You can read more about how to do this by following these instructions here.

The Game Center app is only accessible to those who are using Apple products. Output: The Game Center app can’t be accessed on Android. You must be running iOS (or tvOS, possibly watchOS) in order to access the game center when you use a Mac or an iPhone.
When Apple axed Game Center from the software update in 2016, it made it an optional integration service for third-party games. Sadly, this change limited Game Center functionality by making adding and deleting friends impossible.
