Apple IDs are not linked to a device, but rather to a person. When you sign into an Apple ID on a device, this will create a record of that event in the account’s Device History.

When you remove a device from iCloud, the data on that device will be wiped clean. You’ll need to set up your new device with your Apple ID before you can start using it.
You can’t remove a device from iCloud because the device is still linked to your Apple account and you can still access your information.
